Digital democracy in a divided global landscape

Countries are reluctant to work across borders and in service of shared concepts and common standards relating to digital technology.

The internet is fragmenting into multiple “splinternets,” shifting from an open, globally connected web to a “collection of isolated networks controlled by governments.” Individual countries are erecting digital walls — enacting their own rules governing how platforms can operate, determining which online speech is permissible, and deciding which digital services and products are allowed.

Digital solidarity is out. Tech sovereignty is in. Leaders recognize that tech innovation equals power, and they are marshaling their resources accordingly.
