Pandas galore: Chinese hackers boost attacks in Latin America

China-backed threat groups were the most active nation-state hackers in Latin America last year, targeting both government agencies and private sector organizations across the region.

Their motives ranged from espionage and shaping political narratives that align with Beijing’s agenda to collecting intel aimed at advancing China’s tech ambitions, according to a new CrowdStrike analysis of threat activity in Latin America.

CrowdStrike observed a clear escalation in state-sponsored activity from China-nexus actors globally in 2024, and Latin America was no exception, says Adam Meyers, CrowdStrike’s head of counter adversary operations. In 2024, China-linked operations in the region jumped 150%, he says, with groups like Vixen Panda, Aquatic Panda, and Liminal Panda targeting LATAM government agencies, telecom providers, and military entities.
