Andy Kotz is a Cybersecurity Services Analyst at Venable LLP, where he supports the Center for Cybersecurity Policy and Law’s initiatives, including the Digi Americas Alliance. His work focuses on digital and cybersecurity strategy across Latin America, with experience spanning cybersecurity capacity building, telecommunications, artificial intelligence, and technology policy. Through the Digi Americas Alliance, Andy has published research on AI governance in Latin America, the financial sector threat landscape in the region, and cyber readiness in the Latin American public sector.  Previously, Andy worked at Millicom (Tigo), where he supported external affairs, strategy, and digital education initiatives across Central and South America.

Andy holds a degree from Duke University, where he studied Political Science, Computer Science, and Spanish. At Duke, Andy conducted research on cybersecurity readiness and capacity building in Latin America, data privacy in health tech, and platform accountability.
